Certificates not received

Dear Sir,

I took admission in NIIT Saket branch, New Delhi in the month of march09 for the course of Oracle 9i. This has got 3 modules. My second module finished in the month of september, and i have paid my course fee in full.but i still have not received any certificates from the institute (even of the first module). Whenever i visit and inquire the answer which i get from them is our previous request for your certificate to Oracle has expired, it will take one more month. This thing has been going on since june, 09.I am afraid that if i enroll for the third module i will only waste my money and time.what do i do to get my certificates.
