Non receipt of certificate

I have enroll my self for ICSI course, Reg No- 220714685/07 in Ambala Cantt center on 18 Aug and appeared for the exam on 1 Oct. Till now i have not received my certificate. as the urgent of matter i have to submit my examination form to appear for my ICSI exams, which will be held on June. inspite of several reminders through phone, emails and personal visits to their center i have not received my certificate till now. they told me on 15 feb that it has been delivered to courier and will be receiving it by 20th Feb for sure. but upon calling them back on 22 feb they have no answer to say except blaming the courier guys. i have to submitt my examination for soon befor 25 march so to become eligible to appear for the exam.

Kindly consider it as an urgent piece of matter. i am hope less on these NIIT people.
