Not refunding full fee

Espected sir/ma'm

i got admission in web 2.0 course in dec 31 centre of NIIT in delhi. there was not any clause regarding not refunding the fee if i am not satisfied with the services.so they are ready to refund my fees back. there is one problem . i have paid approx 28000 for this course bt they are giving me approx 10000 as refund because they r saying that i have lost a bar code of the study material.which was written on a plane paper and inserted in the packing and there was not any instruction anywhere written that this bar code is necessary and you should preserve this if you want refund.study material is in good condition that if it is given to any other student he or she can not even recognise that it is not new .their services were not satisfactory also because they were unable to give me classes as there was not any group of students and i waited for 7 8 months to get the classes.i am having an application in which all these details r written and duly signatured by the centre head.i want to know the procedure how i can get my all fees back.i 'll be really thankful to you if you help me regarding this matter.
