Sell of Nursery School Form

My son date of birth is 27.01. as per the government guidelines the age criteria for nursery admission is 3 and the age of my son as on 31.03.2012 will be Four year two month.

I visit the salwan Jr. School, Nariana for admission form but they have refused to give the form because of age they simply replied that u can apply for him for KG admission. But when I spoke to Salwan Montessori School, Rajinder Nagar they have said that there is no issue for apply because criteria is 3 if you want to admit your kid in Nursery u can apply. I had applied but on declaration of first list his name was not appear in the list. Meanwhile Hon'ble High Court has declare the age criteria which is 4 . My question is very simple a school of the same trust give the form but another is not, why this? School admission crieteria has been completed. What parent will do? Court decision was late, i have again approach to the Nariana School, they simply replied they can't do anything in this matter. You may apply to next years. Please guide me for next step.
