Still not provided GATE stiphened

Sir,

I am doing my M-Tech in computer Science in Toc H institute of Technology, Ernakulam kerala and I am a GATE qualified student in the year 2009 .I didn't get my GATE stiphened till now. As I am from middle class family I can't afford the fees.

Kindly take necessary steps in this matter.
