Efund deposit

Paid a deposit of rs 70, 000 in july against a euro kids franchise. however euro kids couldn't find location to setup the school.

So asked for a refund of deposit in oct.

Its almost more than year now (dec) and still i'm waiting for my refund.

whenever i call euro kids they say they have to deduct service tax of some 17%, and said wouldn't refund the whole amount.

Wanted to know if this is true, because i never started the franchise and just gave the money as deposit.

Please need help on this.
