Fees problem

I am a student of sri shakthi institute of engineering and technology. i belong to a poor background. i am a counsiling student. the college is not following any sort of university norms. as a counsiling candidate i need to pay only 32, 500 per year as university norms. but they collecting nearly one lakh. they getting donation in the name of sengoda goundar trust . i already explained my situation to my corresponant and prinicipal but tat of no use. i don't know where to complain. pls help me. because for this year itself my dad's insurance policy payment 1 lakh came as my father died be4 2 years that amount oly i paid as fees.. pls pls help me
