Low voltage/Voltage fluctuations

Sir,

We are facing severe voltage problems in our apartments.there was a transformer in front of our apartments through which we use to get power, at that time there were not much fluctuations.

Now that transformer has been removed by electrical department because of obvious reason and connections to our apartment has given through some other transformer

But we are facing severe voltage fluctuations. Our electric appliances such as Air conditioners, Refrigerators etc are not functioning properly and some time they are getting damaged aslo

Please look into the matter
