Non availability of ISD facility

Dear Sir,

I am using prepaid Reliance Smart GSM card for my mobile No. 98271-50363. I have relations abroad. Earlier, I use to communicate with them on my mobile phone. Now a days, I am getting a recorded voice that ''This facility is not available on your prepaid mobile phone." Although I keep my account balance always more than Rs. 1000/-. What is the solution to my problem? please let me know at an earliest. Secondly, the customer care service no. 98271-98271 is never accessible, Always the routs are kept busy?
