Regarding blocking of lost mobile handset

Sir,

I have lost my Nokia mobile handset model N70 music edition on 26th Nov. 2010. I registered a Police complaint on the same day and also blocked the Airtel SIM card. I contacted Nokia customer care to block my handset. But they refused and told to contact Service provider (Airtel in this case) regarding blocking of handset. I went to the Airtel store alongwith the Police complaint and the original purchase bill of my Nokia hanset.

Airtel custmer executive refused to block the set and told that they are not responsible and contact Nokia care.

Now I want to know who is the responsible person to block the handset when I am having all the necessary documents i.e. Police complaint, Original bill with IMEI no mentioned?

Whom I should complain to take the necessary action? Who is shying away from his duty/responsibility: Nokia or airtel?
