Non delivery of purchase made online

I had purchased a Blackberry charger online at shopblackberry.com. (400481963). I had also paid all charges as listed by Credit card- 100% in advance. I got an invoice that said there could be additional statutory charges which will be collected from me on delivery if applicable.
I got a mail from their shipment agency DPEX saying my charger was stuck at Chennai customs and i had to pay equivalent of 12 USD to get that released. I was asked to contact DPEX - no phone number or email provided.
Then i got a mail with the contact details. I sent a mail saying that as per terms, they should pay to customs and collect amount from me on delivery. It has been more than a a month now and i am still waiting for my charger.
Neither have i received my charger nor any refund.
