Sim no. 2 is not working due to IMEI NO

Respected sir,

I bought a bleu 471x from Ahmedabad last year. It was working till this month. But as the Govt. declared a new policy for mobile handset one of the sim is not working. I refered its IMEI No. to the service provider (Cellone- BSNL) I got the massage that the IMEI No. is fake. I think it is not true. I request you to do needfull in the matter and kindly to register my dual IMEI No. with the Govt. My both the IMEI No. is as below :
