More charge againist tariff vouche

Sir,

I have recharged a msg card of Rs.13/-in 23-09 which covers 1paisa local/std sms to any mobile. But from starting it cut down Rs.1.5/- for any network number and some BSNL mobile number from main balance.i told miss neha she is bsnl customer care exicutive give answer that call again 24 hours, but i have already complaind no.and no response give any againist complaind no.i have already complaind about this matter two times, but till now no feedback I have received.
