Non-activation of welcome tunes, amt deducted but invain

An amount of rs 30/- has been deducted from my prepaid account saying that you will be activated the welcome tune as preffered by you. I have opted for the song, "andari daivamaya badrachalaramaih adukone prabhuvayya ayodhyaramaih" from Telugu movie "DEVULLU". This has been done at behest of Tata Indicom staff (lady employee) on 22-04 at around 12.00 noon asking me to subscribe and deducted rs 30/- on the spot assuring me of the song being activated with in 2 to 3 hours. So far till date, till this time no welcome tune is activated. I have been complaining them after the time they have stipulated. I have been in touch with their customer care representatives who have been changed frequently. nearly 5 to 6 persons are changed .every time they are saying the tunes will be activated within two hours. But so far more than 72 hours are completed nothing is done.
