Unable to send national sms (but no problem with local sms)

I got problem with sending national sms. each time I send, it comes as "check network services". I tried by using another handset. I complaint many times to the customer service centre where I got only assurance but not the rectification for the problem. I am very much dissapointed with airtel service.
