Issue with handset and not ready to replace neither able to solve it

Very Bad Product and worst customer service. They don't give Handset replacement for any of the handset they take. My N8-00 mobile is under warranty period. But they are not able to solve the issue, and its been 8 times i went to Nokia care and every time i am receiving new reason. this is the 9th time i went to NOkia care and this time they took my mobile and saying that will be sent to Delhi (i wonder why Delhi, can't they repair it here) and don't give me Handset replacement for the my handset which they took. I requested for replacement as Even Nokia accepted that they found problems in the first 500 handsets produced and they agreed to replace it also (info can be found in the link: http://www.networkworld.com/news/111910-manufacturing-problems-hit-nokia-n8.html). But why Nokia care is rejecting that it. please can any one help me to get a replacement or if they agree to refund my money is also fine with me.
