Complaint against not delivering product

I had place order for 2 mobile (Motorola Defy XT, Nokia C1-01) @ 27 June 09:48:12 and at that time timtara.com committed to deliver with in 10 - 15 days.

After order they commit to deliver product in 3 week (21 day). Now 3 weeks has been completed and they are not yet dispatch the product yet.

Whenever I call to your customer care they always told me, after completion of 3 weeks they will take any complain before that no complain will be entertained and on mail no body reply me on time and nobody give the satisfactory answer...

Always get a set reply from call center our representative will call you/send you a reply in 24 hrs but now reply or call I had received from timtara.com...

They are totally fraud...
