Payment Made and Product NOT Delivered

I ordered a Blackberry 8830 Mobile Phone by making an instant Online payment of Rs.5799 on 15th March it was supposed to be delivered on 4th April as per their terms. I called them 8th April giving them a few days more for delays that could have happened. I talked to Amit, Seema and Rohit on the same day and Rohit mentioned that he will look into it and get back to me the same evening. Next day morning I called up again and Rohit said due to technical difficulties they have not been able to ship the Blackberry, he will get back to me by evening. I talked to their Supervisor after lot of calls and hardship after two days and Suman their supervisor mentioned she will call me up in 3 hours. They have no Toll Free Number and they force the Customer to call them on 1206726777 since a few days. The Customer had to call 0124-XXXXXX number earlier. There is no sign of my Order being cancelled even after numerous calls and 3 Emails so far. This is a FRAUD Company and please help me get a refund.
