Incompetent customer service even after paying for 2 year preventative maintenance

I purchased 3 Electrolux A/cs three years ago. After the mandatory1 year warranty was up, I paid Rs 12000 for a 2 year coverage for preventative maintenence care - called Happy Care plan. To date I have not had a single all or visit - they were supposed to come every 6 months. The engineer's contact number in the form was found not reachable.
finallyI called Electrolux at 18605001212 on March 23rd and registered a complaint under COCPCOC2303110040. After 6 more follow up calls (March 23, 24, 29, 30, April 2, and finally April 4) I am yet to have a service rep come and take care of our A/c. In the meantime they had the nerve to close my complaint since an engineer 'visited my house and did not find an Electroluc machine'!
I would like to register a complaint against Electrolux - their customer service does not care, and their authorized service center has not done a single thing to take care of my complaint.
I would like to at least get my money back,
