Faulty service and cheating

I bought a godrej refreiferatore in the year 1999. It was perfectly working till 3 months back, when I found there was no cooling. Then I asked a godrej service engineer to repair it. He suggested that gas needs to be filled and aksed me to pay Rs. 1600/- as charge. But the fridge remained the same and could not be used. Inspite of repeated requests he did not come and now he has left Shillong I heard. I do not know what to do. Please guide
