Non-receipt of refill even after booking on line on 16.08.2011

I am holding H P Gas consumer No. 605494. I am booking refill through internet portal enabled by HPCL Jihan since the early 2009 and I was getting the supply in time. I booke for refill on 16/08 under HPCL Booking no. 584015, and was seeing the internet for the dealer's order number. It was not downloaded by the Dealer upto 05/09, but the portal was exhibiting "Already Booked". I was not booking on phone under presumption that it may become a double booking and hence kept quiet anticipating supply at every time. On 06/09 when I contacted the dealers on phone they gave only answer there is no Booking and on my request the same is being booked on date and the supply shall be given after 15 days after the booking as per the Company Rules. Why my Internet Booking was not downloaded by the Dealer? If due to any computer problem how the Portal is showing "Already Booked"? If the computer is not functioning why the matter was not intimated to HPCL? When a Consumer is opening the site and verifying the booking how the Portal has changed from pending to "Already Booked? Why HPCL failed to take action depite the complaint at the portal site and failed to reply positive answer? Who is going to pay for the delay and my expenses for my alternate temporary arrangement? Above All who is to cure The Mental Agony I am facing for no fault of mine?
