Very slow speed&server down evry 15 min

I have purchace an Idea high speed internet connection i.e.net setter high speed EDGE/GPRS Mobile internet wireless data speedup to 236.8kbps and Iam getting20kbps, no response from the company after complain to IDEA (WHAT A BAD IDEA sirji) please suggest what to do??? or after 15 minute server down properly
