Cylinder delivered after one week of issue date, unproductive customer care

This is the most recurring problem we are facing, my cylinder was issued on 22nd of Jan10 but as it was delivered to us on 28th after repeated reminders and calls.

Something that has been due problem is the customer care, which never attends calls.

Please look into this issue as it has been a recurring problem. Need a strict action to be taken.
