Money not refunded to my credit card

I have placed an order for NIKON digital camera on 20th oct through shopping.indiatimes.com web site. After the regular process they have informed me that my product will be shipped to me with in a week. Subsequently 25, 089.00 INR have been charged in my credit card. But after that I have not received my product. I have send them numerous e-mails and contacted over phone. one month back they informed me that due to non avaialbility in courier service they are cancelling my orders and will refund back the money. But they have not refunded my money yet. They are certainly doing some sort of cheating with their valued customers. And this web based companies should be banned from doing e business. I am planning to take legal steps through consumer forum.
