Not deliverying the package

Dear sir,

My name is Nilesh Patel, I am from Tamilnadu Cuddalore. I have my item shipped from china and I havent received yet. I was supposed to receive the package by 28/12/10 as per the UPS records, but I havent received it yet. Whenever I call the UPS they say its forward to the concern department and are waiting for the update. I dont understand why would those guys transfer my package to the third party from Mumbai when we have UPS branch in Pondicherry just 20kms from my place. They say they have given the package to the 3rd party named capricon courier and those guys are not giving the update. I dont know what to do now. Whom shall i contact. I am very surprised how can a international firm like UPS can be so negligible.
