Fraud Business Men (Mobile accesories-YOGEN VED)

I Purchased a mobile from Ebay and rated Negative feedback as not satisfied with that mobile, so he called me with in a seconds and said that he will give refund so requested to remove negative feedback i made it, later pickup person came and taken mobile got delivered to YOGEN VED (Mobile accessories), later i didn't get proper response from Yogen Ved and eBay CC and they force fully again sent a mobile.

But at first the seller sent a confirmation mail that he will provide refund not replacement..

YOGEN VED is a Fraud Seller...
