Cheap and incorrect product delivered

I had ordered an ephone ultra slim multimedia phone from naaptol and it was for 4999rs with shipping 200rs it was total for 5199rs..but when is recieved the phone it was a cheap phone i9 phone which was advertised on the website for 3200rs and it didnt even have a cam with flash and other features i needed... they asked me to send it back by courier and i had to pay for shipping charges again for sending it to them when it was not even my fault... if any of the consumer court or any legal entity is seeing this then please take an action against this..
