Eceived empty parcel

I have ordered one '102 piece multi tool drill machine on 10.05.2011. i have received the parcel on 07.06.2011 by vpp for rs.2791/-. when opened the parcel nothing was there except some old newspaper cuttings. when contacted the supplier over phone, they advised me to lodge a complaint with the postal authorities. they also said they will refund the amount within a week after receiving the complaint FIR copy.
