Not issuing new prepaid card

Some day before i lost my sim card so i file police report and goto docomo shop for buy new prepaid sim card which i lost.

but they tell me it is not possible to take aging prepaid, and u have to take postpaid connection.

i have no choice so i gave my document for process

but it sitll not start
