Non delivery of item

I have placed an order for a mobile handset along with a sd card through timtara.com on 8th of December. The payment was immediately done via credit card. I was charged Rs299 per item as shipping charges which is extortionate for local shipping. When we did not recieve the product in the stated time, i raised a complaint. to wich they asked for a week. I kept on calling the customer support but did not get any response. Now its more than 5 weeks and I have not recieved product, and customer care is not responding, they hang up when I make a call. And they are not even refunding.
