Engineer and signal problem

Hello my customer id is 3000414480

i am not able to recieve signal on my digital tv and every time i call customer care they lodge a complain and tell me ur slot 4 d engineer is booked n he ll reach ur place 2morrow but no.{and some of complaint no.s given to me were 2228286, 2216623, 221148} one comes... now as i was not able to recieve signal i didnt recharged my account and my balance became negative and now i almost everday get call from company to recharge but how can i recharge unless i recieve..
