Non activation of cellphone

I had purchased two sim cards under life time service scheme viz phone no. 9871395624 in the name of my wife Sweety Khera and 9871128950 in my name about a year back. I had to go to USA in November 06 and before going it was cleared that under this life time deal we will have no problem in reactivation. We have returned now in October 07.With the phone no.9871395624 (wife's) had no problem in activation but the other one I am unable to get activated.

I request urgent instructions/action for the Jail Road Air Tel showroom or other agency suitably.
