Contaminated & Stinking Wate

We are into Takeaway food business and use Bisleri Water for Customers and Cooking too. We have been buying 2 cans of 20 Liters everyday from Shree Smarth Stores on Marol Maroshi Road, Marol, Andheri East Mumbai 400059. Initialy they were asking for Delivery charges but on argument they did away but are not providing delivery which is now done by our person.

On 22/ 11 we got 1 can of water which was stinking and also had some foreign particles, on pointing this they replaced the can. But the replaced can too was stinking and had foreign particle which they have declined to replace. What should be done can any action be taken?
