Excessive charge on Bottled wate

A mineral water bottle 1 litle (aquafina) costed Rs 60 at chinatown retaurant in bandra whose MRP is only 12 rs in the market. The restaurant also levied service tax separately. I want to know under which law can a retailer charge their customer 60 in place of 12.
