Cheap Quality Rice for Lunch

I went to Hotel Sangeetha Chennai few days before to have lunch in non a/c. That was a weekday. I ordered one meals which costs Rs. 60/-. The server brought the meals. While eating the rice I realised that it's of very cheap quality and not a healthy one. Then I called the supervisor and enquired about it. The supervisor immediately said he would change the meals. I wondered how could he change the meal immediately, as everyone is served with same quality of rice. He ordered the server to bring extra (good quality) rice in a cup. The server then brought 'extra rice' in a cup. The 'extra rice' was of good quality rice and tastes good.

I have the following questions in my mind:

1) Why low quality rice is served to all customers?

2) Is there anyone getting benefit out of serving low quality rice to all customers?

3) Is the 'Management of Sangeetha' has taken any steps to monitor good quality of food is being served?
