Charged beyond MRP

Dahisar pool (a small area in the western suburb dahisar of mumbai) and nearby areas like Misquitta Nagar, Abdhoot Nagar, packaged milk are sold at higher price than MRP, when asked for the same, the shop keepers are claiming it as cold storage charge. As per my knowledge, these costs are included when MRP is mentioned for a product. A milk packet which is 12Rs. On MRP they are charging 13 for that, even I have heared of they are charging the same way for cold beverages also, though I have never went to buy any near by. But this is in deed rediculous, to see such a discremenation inside a metro like mumbai and nobody is bothering about this, neither the companies like, Amul, Mahananda, Arey, nor the Government officials. I'm not able to get any proper justification, why the rates are beyond MRP for this perticular region in mumbai,?
