More Chrage then written MRP

I have observed mostly all over india that shop keeper are charging more then MRP (Max. Retail Price), say atleast 2 to 3 Rs more,

e.g. Amul packet, 500ml, written price is 12.50 Rs, but they are not less than charging less then 13 Rs.

same way many more things all types of cold drinks etc...

if we are asking them they are replying that its cold storage charges and all...

now how one can charge more than MRP???

why people is not speaking about these issue publically? so that in this much "Menghai" one can survive better way
