A metallic pipe missing in the Pedestal fan (Crompton Greaves)

I purchased a Crompton Greaves Pedestal fan from General Batteries Pvt. Ltd at a price of 1650/- . In home we started attaching all the individual items required for the fan though it looked to be sealed the metallic pipe which was the important part was missing inside the sealed box.

It was grave mistake either from either the Crompton or the company, who ever would have tampered with the seal an important part missing inside the sealed box seems to be stupid.
