Arbitrarry deactivation of the Smart Card

I have been a member of the ECHS scheme since its inception. My card numbers are as follows:

This is not the first time that my card has been deactivated. Even the last time it was deactivated, no reason was given for the same. It was reactivated on my representation. So far as I am concerned, I had to run-around, that too when my wife was in urgent need of treatment.

I want to know who authorises such arbitrary actions which lead to Harassment of the Senior citizens. Why should I be made to travel 90 Kilometres (both ways) for no fault of mine?
