Dirtiness in front of building

I am Myself is a doctor, i am residing at sukapur, panvel-matheran road. Grabage disposal system is very bad. Gram panchayat should arrange something, so that all garbage will go n that container which can be located at such a place where nobody will get trouble from that like offensiveness, mosquitoes etc.

Here all the garbage of 2-3 buildings is collected in one container (drum), whicg is kept in front of the building, and then garbagr system people will come nd collect that. This people comes anytime and till that time all the garbage is there, dog will come and dirt it more, cows, buffaloes comes and mess the place more. They come and dirt the place because garbage is there. Specially ground floor people get affected by this. Please somebody should take action on this, as this all thing are spreading diseases.

if anybody can suggest me how i can handle this issue or how i can proceed to bring change in this system i will be helpful.
