Unauthorised doctors practice

There is small village bijrol in district Bagpat of state UP. There are no of private medical practitioners who don't have any medical degree or practice certificate. They just play with the health of society and always use generic and duplicate medicines and charge according to their own way. On the other hand they don't have proper medical equipments, their small surgical instruments are just lie in open air, they just don't use hand gloves and all when they are treat a wound. it's not the story of that village only there are no of villages in india where all this kind of doctor can be found. I want to how can be handle this situation. And in last i request to concern authority of consumer forum to take right decision towards this problem.
