WRONG BILLING

Today I EXPERIENCED at kolkata Rabindranath tagore hospitals. at Mukundapur called as Dr Debi Sheti hospital. They intentionally doing wrong billing for Rs 4350 and when I protest they behave arrogantly after that Their MS handled it and deduct my bill as concession. Now my question weather Doctors are covered by this Anna Hazare bill? And Nursing Home like this will be punished?

Now my also question is why my bill shows as concession why not wrong Billing
