Professional misconduct/overcharging

On 7th september we went to one doctor rajkumar psychiatrist for treatment of our son.the doctor in question is misleading public by using word neurological psychiatrist .moreover he is written word chief consultant on his office door.i dont know of what he is the chief. after paying afee of rs 400 (which is high for an m.d

doctor.)we came out from his clinic in aworse mental state he created a wedge between a husband &wife & also inisgated them against their parents.he charged us a hefty amount of rs.5000 for talking sheer nonsense for 2 hours.he refused

to issue a reciept.

i would like to know

1. if he is a real doctor or a fake

2. if he is allowed to charge a hefty sum without issuin a reciept.

3.do the authrities of kailash hospital know about his financial transactions with his patients
