Refused to give 2 tablets from stripe

I visited Neelkanth Chemist, Noida on 13th of August and demanded for 2 tablets of Tricovit and Curlzfin each, they refused to give me 2 tablets and I was forced to buy the full stripe. I just want to know how can they refuse anyone and force to buy the quantity of their choice.
