GPRS not working from "New bypass road"B.T.S. Anisabad, Patna

I have make several complain to airtel customer care that gprs not working from your "New Bypass Road" B.T.S. Anisabad, Patna since 10 days. My complain no as per customer care is 102328272400. But nothing happened till the date. However I am paying monthly charges for the above services. I have not used the gprs service due to your machinery faliure or Your negligence from 10 days, but you will charge full payment for the month. Who is resposible and who will be punished. Is it airtel services after giving information nothing happened in five days?
