Employee Not taking Things seriously

I applied for Registration for third party online transfer but the manager did nothing. I submitted application form about 20 days back from today i.e. 7/7.i also made a call to the branch but they didn't replied any thing.
The most irritating things is that they do not give any feedback.
I applied as i have to use this service on urgent bases.
i am not able to transfer money when it was critically required. I had a lost of 17000 due to delay.
i want to take strict action against the bank. Please tell the way??
