DEALSANDYOU is irresonsible and dubious

I purchased BLACKBERRY PEARL MOBILE on 28/09 with the order no 251139 from DEALSANDYOU.COM. It has been 50days since i purchased the item but till date 21-11 i did not recive the product. i contacted them thru the mails and they responded in a manner that they were not serious about sending the item i purchased. i reminded them many times but their answer was not upto my satsifaction. they only respond when i write them otherwise there is no response nor concern from their side. the dealsandyou mention the product will be reached with in 21days i thought its the maximum we get the item. but now it seems the minimum time to deliver the goods is 21days. its really disgusting to wait for such long days after i purchasing the item.. Now i realised that dealsandyou have no proper system and establishment to send the item soon. they have no commitment and seriousness in the true business.i understood that i am being cheated by DEALSANDYOU. so please help me how to make a proper complaint on DEALSANDYOU.COM. I request the government to take proper action on these online businesses and i request the authorities to check their linceses to trade.
