New line connection late regarding

I gave an application for a new connection on my father who is age of 82yrs for their medical help. but bsnl adyar is very slow in their service and no resopnse even we ask them in person they simply ask as to see the jack and jill in their office and wasting our time. I hope this compliant on them make them to work proper atleast.
