EVDO not available

I tried very hard to take connection from BSNL EVDO Card but each and every time the bsnl official denied to give me EVDO they told me there is no EVDO store available here since 6 months. Now i lastly got TATA Photan but its not satisfactory. But EVDO Available from Broker (BSNL EMPLOYEE) side with Rs 3000 Why?
