Unable to check the BSNL Broadband usage

Hi,

I am using broadband in my telephone in Ramanathapuram dist, tamilnadu, i used to check my broadband usage, using the sms service to "9448077777" but for the past 4 times I am not getting any response from them, but they are deducing Rs. 1.50 for sms charge. Being a government company they are not properly satisfying the customers, If my usage go beyond the limit who will bear the bill?
